Supermutants have non functioning genitalia. They’re all basically ken dolls. The penis on males does not grow in size with the rest of the body. Instead it just sits there the same size but the body grows around it and at that point even if they got hard it wouldn’t matter because there’s so much mass around it that it’s unusable. Imagine a very fat guy that has crotch fat and you can’t see his dick but you can see a hole where it is in behind that fat. That’s a super mutant’s package. On the females it’s the same deal. Their breast also shrink while the pectoral muscles increase. They become for all intents and purposes a ken doll also.
